For over half a century we’ve talked about Indigenous people using land rights as a basis for economic prosperity and participation. Land rights were first won over 4 decades ago. The Mabo decision was nearly 30 years ago.  

Yet Indigenous Australians still live in poverty. Asset rich and dirt poor.

The National Native Title Council recently said the system that holds native title payments in charitable trusts is broken. That it replicates a welfare model. That we need a model that encourages enterprise and job creation. Land Councils hold a vast collection of assets in community-based collectives.

Private home ownership on traditional lands is still a pipe dream.  Policies like the Indigenous Procurement Policy are not working as they should to kickstart private, profit-making businesses in remote and regional Indigenous communities.

It’s time to look at the structures that guard the Indigenous Estate.

  • Are they the right structures to enable economic participation?
  • Is there too much bureaucracy and black tape?
  • Why are Indigenous assets tied up in community, not-for-profit organisations?
  • Is it time for reform?
